Council and committee meetings

The County Council, as a whole, has overall responsibility for levels of spending and for major policies. All councillors meet together as the Council with meetings normally held six times a year.

Committees are responsible for most major decisions. They comprise up to thirteen councillors (except for the General Purposes Committee).  When key decisions are to be made, these are published in the
Council's Forward Plan in so far as they can be anticipated. If these key decisions are to be discussed with Council officers at a meeting of a Committee this will generally be open for the public to attend, except where confidential matters are being discussed. The Committees have to make decisions which are in line with the Council's overall policies and Budget. If they wish to make a decision which is outside the approved Budget or Policy Framework this must be referred to the Council as a whole to decide.

The agendas for meetings of the Council and its committees are published approximately five clear working days before the meeting, at which point they can also be accessed from the full schedule of upcoming meetings calendar.

Council meetings open to the public

Filming, recording and photos of meetings

The council supports the principle of transparency and encourages filming, recording and taking photographs at its meetings that are open to the public.

It also welcomes the use of social networking and micro-blogging websites, such as Twitter and Facebook, to communicate with people about what is happening as it happens.

These arrangements operate in accordance with a Filming Protocol (PDF, 17kb) agreed by the Chairman of the Council and political group leaders.
